Misconduct

The Organization is committed to maintaining a healthy and safe working and operational environment for its workforce. For this purpose, the Organization established a regulatory framework which is regularly updated and provides mandatory training to its workforce. All staff members have the obligation to adhere to the WHO Regulatory Framework. Affiliate personnel must comply with the terms and obligations of their contractual relationship. All members of the workforce have the responsibility to actively promote an environment where every person is treated with dignity and respect and is able to work safely. The highest standards of conduct, competence and performance are expected of WHO’s workforce.

Managers and supervisors serve as role models and, therefore, have a special obligation to uphold the highest standards of conduct. They must foster an environment of mutual respect by, among other things, demonstrating exemplary personal conduct, offering guidance and support to their team and promptly taking steps to address conduct that falls short of expected standards.

The Organization and all its staff members are accountable for the mandates, resources and funds entrusted to the Organization by Member States and partners. It has zero tolerance for sexual misconduct, abusive, fraudulent and corrupt conduct and inaction against these behaviours.

Compendium of misconduct matters

The compendium of misconduct matters contains anonymized summaries of cases where one or a combination of disciplinary or administrative measures were imposed by the respective authority or would have been warranted, had the staff member or affiliate personnel remained in service with the Organization.
