Dr Mohamed Moussif

Biography

Dr Moussif was involved in the implementation of the health measures at Moroccan borders during the Ebola outbreak in 1996, followed by the SARS in 2003, the H1N1 pandemic in 2009, the 2012-2014 Ebola in West Africa, MERS-CoV, Zika in 2016, Ebola in the DRC in 2019 and the COVID-19. Dr Moussif is a fellow and a graduate of the Center on Global Health Security in Chatham House in London. He holds a master’s degree in public health, a Diploma in Epidemiology and Biostatistics, and an MBA in Health Management. He also has a Diploma in Aviation Medicine from the European School of Aviation Medicine in Frankfurt, a Diploma in Travel Health from the Liverpool School of Tropical Medicine, and a degree in Occupational Medicine.  

Dr Moussif was involved internationally in the revision process of the old IHR from 2003 to 2005. He then represented Morocco during the IHR (2005) negotiations and adoption. 

He then performed over forty IHR assessment missions abroad as a WHO Temporary Adviser or consultant, including eleven Joint External Evaluations (JJEs) across different WHO regions. Additionally, he was part of the redaction teams of WHO guidelines and handbooks related to the Points of Entry.  

In 2021-2022, Dr Moussif served as a member of the IHR Review Committee on the functioning of the IHR during the COVID-19 Pandemic.

Currently, he is a member of the US Department of State's “Global Health Challenges International Visitor Leadership Program”.

He is also a member of the World Bank Pandemic Fund Technical Advisory Panel (TAP).

In October 2021, Dr Moussif was appointed by WHO as a member of the WHO Universal Health and Preparedness Review Technical Advisory Group (UHPR TAG).

In October 2022, the WHO nominated him as a WHO Advisory Committee on Variola Virus Research (ACVVR) member.  Moreover, Dr Moussif is a WHO International Travel and Health Guidelines Development Group (ITH GDG) member. Also, Dr Moussif is a member of the Africa CDC COVID-19 Steering Committee. He is also an ICAO Technical Adviser and the ICAO/CAPSCA focal point in Morocco. 

Dr Moussif served on the IHR Review Committee on the Functioning of the International Health Regulations (2005) during the COVID-19 Response.
