Paul Marsden

Mr Paul Marsden joined WHO HQ in 2018 as a senior workforce specialist and technical officer. He leads the joint WHO-ILO-OECD Working for Health programme and the departments’ cross-cutting country support portfolio.

Paul Marsden has a MSc. in Training and Human Resource Management from Leicester University, UK. He has more than 25 years' international experience in strategic workforce planning and management, in health and other social sectors, working with USAID, DFID and other UN agencies, including as technical advisor to governments of South Africa, Namibia, Nigeria, Ghana, Malawi and Uganda.
