Joint external evaluation of the IHR (‎2005)‎ core capacities of Cambodia

Mission report 2-10 May 2024

Overview

The Joint External Evaluation (JEE) team extends its appreciation to Cambodia for volunteering to undertake a JEE using the third edition of the JEE tool. This revised edition incorporates lessons learned from the COVID-19 pandemic and other public health emergencies.

The JEE team sincerely commends Cambodia for its efforts to meet the JEE process requirements and for the warm hospitality extended to the team. All countries undergoing the JEE process deserve recognition for the transparency they demonstrate in the pursuit of strengthening global health security.

Findings from the joint external evaluation

During the JEE mission, conducted in Phnom Penh from 2 to 10 May 2024, Cambodia’s capacities in 19 technical areas were assessed through a peer-to-peer, consultative process. This involved a multisectoral group of national subject-matter experts and a multinational, multidisciplinary JEE team engaging in discussions, interactions, and selected site visits. The week of collaborative discussions resulted in consensus on scores and priority actions across the 19 technical areas.

Additionally, the evaluation generated five overarching recommendations. These recommendations, if implemented, will consolidate Cambodia’s progress and address bottlenecks that could impede the execution of the agreed priority actions. Outlined below, these recommendations focus on cross-cutting challenges impacting Cambodia’s capacities in various technical areas examined during the JEE process.
