Indicator selected for global monitoring for Immunization Agenda 2030 Strategic Priority Objective 7.1: Establish and strengthen capacity at all levels to identify priorities for innovation, and to create and manage innovation.

This indicator reports on countries that report to have a national agenda for research on immunization. Research agendas will vary depending on national context and priorities. Some countries may focus on disease burden and implementation/operational research to inform new product implementation, whereas others may have wider-ranging agendas. All national agendas should identify priority research areas that increase the likelihood that the country will achieve its IA2030 targets.

• Numerator: Number of WHO Member States which reported having a national agenda for research on immunization.

• Denominator: Total number of WHO Member States.

• Baseline year: 2021

Research on immunization: Activities that span any of the following areas: measuring the magnitude and distribution of an infectious disease; understanding the diverse causes or the determinants of the epidemiology and burden; identifying and developing solutions or interventions, such as service delivery innovations and vaccines respectively, that will help to prevent or mitigate the infection, severity and/or transmission of the disease; implementing or delivering solutions/interventions through policies and programs and evaluating the impact of these solutions on the magnitude, level and distribution of the disease. Research agendas will vary depending on national context and priorities. Some countries may focus on disease burden and implementation/operational research to inform new and/or existing product implementation, whereas others may have wider-ranging agendas including research on priority disease and/or vaccine candidates or establishment of local vaccine production. All national agendas should identify priority research areas that increase the likelihood that the country will achieve its IA2030 targets. A research agenda on immunization may be standalone or be part of a broader national research agenda and may be managed outside of the EPI programme and including meeting the evidence needs of NTIAGs.

Process

Step 1: Count the number of WHO Member States which reported that, in the previous year, they had a national agenda for research on immunization. This equals the number of WHO Member States which responded 'Yes' to the relevant JRF question.

Step 2: Divide the indicator numerator by the total number of WHO Member States (denominator equals 194 WHO Member States).

Reported data is subject to numerous limitations. Country may not have submitted the data through the WHO/UNICEF Joint Reporting Form on Immunization (JRF) yet at the time of reporting. For newer indicators added to the JRF, it may take some time for the country to establish a system to be able to report the data.
