Relating to the call for experts issued on 25 April 2024
Following a public call for experts and rigorous selection process, the World Health Organization announces the proposed membership of the Technical Advisory Group on Building an Innovation Ecosystem for Public Health (TAG-BIEFPH). As per WHO processes for transparency in provision of technical/normative advice to WHO, this public notice is followed by a two-week comment period. Appointments to the TAG-BIEFPH are subject to this comment period and relevant WHO practices and procedures.
Function of the TAG-BIEFPH
In its capacity as an advisory body to WHO/Europe, the TAG shall have the following functions:
- Conduct comprehensive policy analysis for innovation in public health.
- Identify and scale up impactful public health innovations.
- Assess country capacity needs for innovation.
- Explore and recommend governance and financing mechanisms for public health innovation.
- Develop monitoring and evaluation frameworks.
- Provide strategic recommendations for the development of a strategy for harnessing health innovation in the Region.
Proposed TAG-BIEFPH members
Fifteen (15) members were selected for invitation to the TAG-BIEFPH, with a two-year term. The proposed TAG-BIEFPH members were identified based on evaluation of applications against criteria specified in the TAG-BIEFPH Terms of Reference, with consideration also given to attaining an adequate distribution of technical expertise, geographical representation and gender balance.
The 15 proposed TAG-BIEFPH members represent a diverse spectrum of expertise ranging from policy analysis, innovation ecosystem development, health economics, public health, impact investing, and government decision-making. The members are to serve in their personal capacities.
Public notice and comment
Pursuant to WHO's rules and practices, and in order to enhance WHO's management of conflicts of interest, as well as strengthen public trust and transparency in connection with WHO advisory groups involving the provision of technical advice, the names and brief biographies of the individuals selected for TAG-BIEFPH Membership are now disclosed for public notice and comment.

WHO will treat the comments received through this public notice and comment process confidentially. Comments and perceptions brought to the attention of WHO through this process are an integral component of WHO's conflict of interest assessment policy and will, subject to WHO's rules, practices, and policies, be carefully reviewed by WHO. WHO reserves the right to discuss information received through this process with the relevant expert and otherwise within the Organization as appropriate, with no attribution to the provider of the information. WHO, may, in its sole discretion, take appropriate action in accordance with its rules, practices, and policies, based on any information received.
