WHO European Office for Prevention and Control of Noncommunicable Diseases, Moscow, Russian Federation: 2014–2023 report

Overview

This report provides a summary of the activities conducted by the WHO European Office for Prevention and Control of Noncommunicable Diseases (WHO NCD Office) from 2014 to 2023. The WHO NCD Office was established at the consensus of WHO European Region Member States in 2012 in order to build capacity and promote implementation of low-cost and effective solutions for the prevention and control of noncommunicable diseases (NCDs). An offer to host the NCD Office in Moscow was made by the Russian Federation in 2012, and in 2014 a donor agreement between WHO and the Ministry of Health of the Russian Federation was signed.

The WHO NCD Office has since provided specialized support to 53 Member States of the WHO European Region in preventing and controlling NCDs. This has included support in the areas of NCD capacity-building, surveillance, governance, prevention, risk factor reduction and ancillary management-related activities.

A Special Session of the Regional Committee for Europe was called by Member States to discuss the NCD Office in Moscow and was held virtually on 15 May 2023. During this meeting, Decision EUR/RCSS3(2) was adopted, and it was decided to close the Office by the end of 2023.
