State of long-term care in Lithuania

Overview
This report provides an overview of long-term care policies, services and interventions in Lithuania, drawing on a system-level technical assessment carried out between November 2023 and January 2024. Evidence-gathering and stakeholder-engagement activities followed the approach outlined in the report State of long-term care: a step-by-step implementation guide and were carried out by a team of international and national LTC experts. The assessment revealed four core areas of investment that can promote sustainable change and facilitate system transformation:
- Standardizing care processes across the health and social services system through harmonizing definitions, processes and standards;
- increasing public funding for LTC and ensuring a more coherent pooling and allocation of funds;
- investing in the care workforce— both formal and informal— through interventions to train, recruit and retain health and care workers; and
- strengthening data infrastructure and developing capacity to analyse and interpret data to inform policymaking.
