Global RECAP Programme - Phase II
To build on the achievements of Phase I, sustain progress, achieve longer-term change and scale up capacity building, IDLO, WHO and IDRC, with the support of SDC and the European Union are implementing Phase II of the Programme for a further 3 years until December 2026.
Phase II is intended to build on the achievements of, and lessons learned in, Phase I through:
- use of tools, templates and processes developed in phase I, adapted as needed to different country contexts, for improved efficiency and effectiveness of activities;
- use and further development of resources developed in Phase I including training materials, advocacy materials, technical products, as well as integration of evidence from assessments and research, to build stakeholder capacity, broaden networks of capacitated stakeholders, to inform, support and advocate for regulatory and fiscal measures. These resources will assist not only existing and new participating counties but will be disseminated and made available to other Member States;
- networks of stakeholders which were established and working relationships built in Phase I will continue to work together to achieve regulatory and fiscal policy reforms. Networks will be expanded as needed to progress reforms and replicated as appropriate in new settings; and
- increased engagement of stakeholders trained and engaged in Phase I, including in regional, inter-regional and international forums, to share experiences and contribute to further capacity building and development of guidance on regulatory and fiscal policy approaches to creating environments supportive of healthy diets and physical activity.
WHO, IDLO and IDRC intend to offer continued support as required across the three outcomes to participating countries from Phase I, subject to an expression of interest and a country-generated workplan and budget showing a clear path to regulatory or fiscal policy reform to be achieved within the second phase in one or more RECAP policy areas.
From January 2024 the project will be implemented in five new countries in the WHO African and South-East Asian regions (Ghana, Indonesia, Mauritius, Nepal, Thailand).
