Area of expertise: Consultant - Impact investing, electricity access and renewable energy
Purpose of consultancy: The consultant will contribute to the WHO activities related to the health-facility electrification program, including on fundraising.
Background: WHO, in collaboration with partners, is supporting Member States on health-care facility electrification. The work of the consultant is needed to contribute to this workstream.
Deliverables:
Mapping of potential development partners and donors that may be relevant to support the health-care facility electrification program
(expected within 10 working days from contract signing date)
- Map and analyze the work of institutions (from public, private, philanthropic sectors) which may be relevant to support the WHO & partners health-care facilities electrification program.
- Prepare and finalize a stakeholder mapping report. For each relevant institution identified, describe the key elements which may make it a possible donor for the WHO & partners health-care facilities electrification program, such as strategic priorities of the institution, previous support to similar program, kind of support provided (e.g. grants vs loans) etc.
Prepare a fund-raising strategy for the program on health-care facility electrification program, based on target and guidance provided by WHO.

- Draft a fund-raising strategy. The strategy will also take into consideration different approaches to engage with relevant institutions identified in the mapping exercise (deliverable 1).
- In addition to the traditional energy and health actors, the strategy should explore the possibility to engage with potential partners or donors from other sectors, such as medical devices, digitalization, water supply, information and communications technologies, etc.
Prepare fund raising proposals tailored to selected potential donors (expected within 40 working days from contract signing date)
- Draft (up to a maximum of five) specific fund-raising proposals tailored to selected donors (to be identified by and indicated by WHO)
- Under the guidance of WHO, facilitate the interaction and engagement with potential donors and/or partners, and address their possible comments on the funding proposal(s).
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Minimum first university degree in environmental sciences, economics, political sciences, or other relevant topics.
Desirable: Advanced university degree in environmental sciences, economics, political sciences, or public health.
Experience:
Essential: at least eight years of experience related to impact investing and funding of development projects in the field of rural electrification and renewable energy
Desirable: experience in dealing with development partners and philanthropic institutions working on electrification of health-care facilities.
Skills/Knowledge:
Essential: Knowledge in assessing or developing funding proposals on rural electrification through renewable energy.
Desirable:
- Excellent writing and communication skills.
- Knowledge of the philanthropic and impact investment landscape, in particular related to the energy access and/or health sectors.
- Ability to coordinate with external stakeholders.
