Excellencies, dear colleagues and friends,
In my report to the Assembly yesterday, I said that the world needs a strong and sustainably financed WHO;
And today, you have taken a decisive step in that direction.
This is a historic moment.
The decision point you have adopted will transform the way this Organization is funded.
But it will also transform the way this Organization works.
It will give us a predictable and sustainable funding platform from which to deliver long-term programming in countries;
It will enable us to attract and retain the experts we need;
And it will enable us to give all Member States the support you need to protect and promote the health of your people.
I also welcome your decision to consider the feasibility of a replenishment model for WHO.
We look forward to consulting with Member States to develop this idea.
Yesterday, we formally launched WHO’s new investment case, “A Healthy Return”.
It shows that every one US dollar invested in WHO delivers a return of at least 35 US dollars.
Sustainable financing for WHO is not charity; it’s an investment in healthier, safer and more equitable societies, with huge benefits for employment, productivity, poverty reduction and development.
We recognize that you have high expectations, and so you should.
You are right to expect greater accountability, transparency and efficiency.
The Secretariat is committed to continuous improvement in these areas, building on the work we have already done.
I am honoured and thankful for your commitment to WHO, and I appreciate your continued trust and support.
I am especially grateful to Björn Kümmel and the members of the bureau for their work over the last 18 months.
I look forward to working with all Member States to make this Organization the best it can be – because that’s what the people we serve need and deserve.
