Development of a Global Competency Framework for UHC

WHO is consulting on a draft Global Competency Framework for Universal Health Coverage (UHC). The framework identifies the required competencies for primary healthcare workers to provide health promotion; the prevention, diagnosis, and treatment of injury, disease and illness; as well as rehabilitation and palliative care.

The Framework aims to inform improvements in health through guiding the alignment of education and training of health workers with population needs, health systems and the health labour market. The focus of the framework is the interventions which can be delivered within primary care by health professionals and health associate professionals (ISCO-08 definitions) with a pre-service training pathway of 12-48 months, as part of the wider healthcare team.

Through the Global Health Workforce Network Education Hub, WHO has shared its iterative drafts of the framework and consulted with more than 200 individuals and stakeholder organisations. A final consultation is planned for Autumn 2019 and we invite all interested individuals to join the GHWN Education Hub.
