Global strategy and plan of action on public health innovation and intellectual property: implementation plan 2024-2026

Overview

While extending the mandate of the Global Strategy and Plan of Action on Public Health, Innovation and Intellectual Property (GSPA-PHI) to 2030, the 75th World Health Assembly, in resolution WHA75.14, called on the Director-General to “to conduct, in 2023, a review of the indicators included in the overall programme review of the global strategy and plan of action on public health, innovation and intellectual property in consultation with Member States, and to develop proposed revisions to align indicators with the new term of validity of the plan of action”.

In response to this, the World Health Organization (WHO) undertook an internal analysis of GSPA-PHI implementation,a to review the progress made according to the indicators included in the 2017 overall programme review of the GSPA-PHI. This analysis was informed by a Member States consultation, as well as two workshops, held in 2023, which brought together relevant teams in WHO headquarters, WHO regional offices, and some WHO country offices. The activities and indicators outlined in this implementation plan are based on opportunities to strengthen the implementation of the GSPA-PHI, as identified in WHO’s review and consultations. The activities and indicators are organized under the prioritized recommendations made by the 2017 overall programme review, and are linked to the 108 actions in the GSPA-PHI as approved by Member States in resolutions WHA61.21 and WHA62.16.

For those indicators where significant gaps remain, the indicators have been maintained in the implementation plan with no changes or minimal changes only. For those indicators or parts of indicators that have been achieved, additional indicators have been added for the relevant Recommendations, reflecting remaining gaps under this area of work when compared to the full list of 108 actions in the GSPA-PHI.
