Overview

This document analyses country practices for measuring expenditure on governance and health system and health financing administration (hereafter referred to as “governance and administration”) based on the System of Health Accounts (SHA) 2011. Governance and administration spending comprises expenditure collectively consumed. It is not allocated to specific individuals and is instead focused on the health system.
