A practical guide for developing and conducting simulation exercise
to test and validate pandemic influenza preparedness plans

Overview
The aim of this document is to support countries in developing and conducting simulation exercises to test and validate their national pandemic influenza preparedness plans. It is intended to provide practical guidance on how to select, plan, conduct and evaluate simulation exercises specific to pandemic influenza preparedness and response, and how to set up a process for using the outcomes of these exercises to review and improve pandemic influenza preparedness plans.
This guidance should be used in conjunction with other WHO guidance on pandemic preparedness: 1) Pandemic Influenza Risk Management (2017), 2) A Checklist for Pandemic Influenza Risk and Impact Management (2018), and 3) Essential Steps for Developing or Updating a National Pandemic Influenza Preparedness Plan (2018), as well as the WHO Simulation Exercise Manual (2017).
