A role for user charges? Thoughts from health ­financing reforms in Cambodia

Overview

There has been considerable debate recently about whether health services need to be free at the point of service to ensure equitable access. Cambodia is a low-income  country where provision of and access to  health services  remain problematic despite substantial increase in government health expenditures in  the past decade.
