Brief No 5

Overview

Pre-paid  revenues  for  health  services  come  through  various  sources,  such  as  taxes, compulsory  insurance  contributions  (payroll  taxes),  voluntary  insurance  premiums, and  foreign  assistance.    After  collection,  such  funds  are  accumulated  or  pooled  on behalf  of  some  or  all  of  the  population  in  one  of  several  organizations  such  as  health insurance  funds,  national  health  ministries,  local  governments,  etc.

This brief is part of a series, The World Health Report Technical Briefs, written to further develop key policy issues outlined in the World Health Report 2010: Health systems financing: The path to universal coverage. The Briefs give a concise overview of the issues. They describe some country experiences and propose a menu of actions for policy makers.
