Overview
Tanzania is the first country in Eastern and Southern Africa to complete the Universal Health and Preparedness Review (UHPR) process. Led by His Excellency the Prime Minister, the process reflected strong government ownership and inclusive stakeholder engagement — bringing together ministries across sectors, parliamentarians, civil society organizations, and development partners from both mainland Tanzania and Zanzibar. The UHPR served as a unique platform to assess national strategic capacities for health emergency preparedness, align public health priorities with broader development strategies, and promote whole-of-government and whole-of-society collaboration.
The UHPR high-level mission, held in Dar es Salaam in November 2024, was conducted under the patronage of the Prime Minister and hosted a WHO delegation led by the Regional Director for Africa. Key events included a national simulation exercise with the participation of over 10 ministers, courtesy visits to senior political leaders and parliamentarians, high-level dialogues with development partners and civil society, and strategic discussions across government. These activities culminated in the official launch of the national UHPR report, presided over by the Prime Minister.
As Tanzania now enters the next phase of the UHPR — the global peer review — the process has already helped strengthen national leadership, multisectoral collaboration, and accountability in health emergency preparedness.
