Overview
The health sector appears to be particularly vulnerable to fraud, leakages, and other corrupt practices. One reason is that so many stakeholders are involved. Another is that their roles, responsibilities and accountability relationships are often not clearly defined. This is all exacerbated by the fact that in many countries the regulation of the health sector is often poorly resourced and enforced.
This brief is part of a series, The World Health Report Technical Briefs, written to further develop key policy issues outlined in the World Health Report 2010: Health systems financing: The path to universal coverage.
