The Ministry of Public Health in the Islamic Republic of Afghanistan can see eHealth as an enabling tool for meeting the 'grand challenges' of European health delivery systems. In this strategic plan an integrated Electronic Health Record (EHR) and Clinic Management System (CMS) is outlined as a key feature. It has been developed by GPs for GPs, complete with healthcare message exchange and appropriate healthcare terminology / vocabulary. The plan also cites the development electronic transfer of a prescriptions, a unique identifier for patients, Hospital and Health Unit Management Systems, a Health Contact Centre and mHealth as immediate priorities.

The National Health Care Strategy 2012-2020 includes a section on ‘Informatisation and eHealth’ beginning on pg. 51. The strategy suggests that with more than 17,000 existing users of the Central Health Care Information System in Croatia (CEZIH) and a large number of information systems makes a good basis for informatisation of the entire health care system in Croatia. By introducing e-prescription and e-referral in 2011 millions of electronic referrals and results of laboratory examinations have been exchanged in the system. A solid foundation has been set for the implementation of a central electronic health record for patients which is the next step.

Consolidation and Strengthening of National Project Tele Medicine 2005
This strategy outlines plans to strengthen telemedicine in Mauritania, and how this can contribute significantly to the improvement of the health system. The following priorities are identified: the education and training of health personnel, the use of tele-diagnosis and tele diagnosis, the posting of relevant information for stakeholders in the health sector, the use of remote education nationally and abroad and improved communication between all industry structures including the central services of the Ministry of Health. Mauritania lack of specialists to cover all health facilities in the country and usually more than 90% of specialists are concentrated in the capital. This problem is compounded by a lack of diagnostic equipment, and maintenance costs, which are often out of reach for some health facilities. This telemedicine system will allow users to remotely share the use of equipment by different health facilities and provide a wealth of information online, accessible by health professionals.
