e-Learning Course on Public Financial Management
Course overview
This module on Public Financial Management is a supplementary module to WHO's “e-Learning Course on Health Financing Policy for universal health coverage (UHC)." It is strongly encouraged to complete this course before starting this module.
This self-paced module will look at some of the issues surrounding Public Financial Management (PFM) and explore how PFM can provide a supportive environment for health financing reform toward universal health coverage (UHC). You will learn about the key steps of the budget cycle – budget formulation, budget execution and budget monitoring – and understand how they matter for health financing. After completing this module, you will have a better understanding of why and how PFM matters for progressing toward UHC, what are the most common PFM challenges facing the health sector and how to address these barriers.
This module is divided into five sub-sections and should take roughly 1 hour to complete.
This course is open to the public and is directed towards planning and budgeting units in ministries of health, facility managers, regional and country offices personnel, and partners (e.g. academics, development partners, NGOs) who contribute to health financing programs and policies towards UHC.
