Background
About WHO collaborating centres
WHO collaborating centres are institutions such as research institutes, parts of universities or academies. These centres are designated by the WHO Director-General to carry out activities in support of the Organization's programmes. Currently, there are 811 WHO collaborating centres in over 80 Member States working with WHO.
Many WHO collaborating centres support the Department of Noncommunicable Diseases, Rehabilitation and Disability (NCD) in its strategic functions, including:
- management of noncommunicable diseases (oral health included);
- integrated services for people living with NCDs;
- promoting global action to address sensory impairments;
- health equity for persons with disabilities;
- rehabilitation; and
- NCDs' surveillance, monitoring and reporting.
Some WHO collaborating centres, working on related areas, are being managed by departments other than the NCD department.
Some typical types of activities conducted by these collaborating centres are:
- training and education;
- research;
- technical product development (guidelines, manuals, etc.);
- implementation of WHO programmes and activities at country level; and
- collection and collation of information.

Highlights
WHO and China CDC welcome stronger ties through the WHO Collaborating Centre for Noncommunicable Diseases
On 10 July 2024, Dr Jérôme Salomon, the World Health Organization (WHO) Assistant Director-General for Universal Health Coverage, Communicable Diseases and Noncommunicable Diseases and his delegation visited the National Center for Chronic and Noncommunicable Disease Control and Prevention (NCNCD) in Beijing, China. The NCDCD, which is part of the Chinese Center for Disease Control and Prevention (China CDC), hosts two WHO Collaborating Centres, one on Community-based Integrated NCD Control and Prevention, and a recently launched WHO Collaborating Centre on Injury Prevention.
The meeting, chaired by Dr WU Jing, director of China NCNCD, presented the Center’s important work, and signature initiatives, on NCD surveillance, integrated community-based NCD prevention and control, an innovative “management index” formed by indicators for priority interventions for NCDs and healthy ageing initiatives, among other activities. Dr Salomon and his team were introduced to China's NCD risk factor surveillance system, the valuable use of digital technologies that can improve community-based care and empower patients, the use of “demonstrative districts” for implementing and assessing comprehensive NCD prevention and control interventions and the work on population health.
Dr Salomon expressed appreciation for the work of NCNCD and its strategic support to WHO, in particular through the 2 WHO Collaborating Centres. Dr Salomon highlighted China's best practices in these fields and emphasized the importance of proactively sharing the experiences of China and the work of NCNCD for global benefit.
In concluding remarks, Ms Wang Xiaoqi, Director of the Office of International Cooperation of China CDC, said that NCD prevention and control is one of the key priorities for China CDC in international exchanges and cooperation. China CDC supports the work and development of WHO Collaborating Centres, and looks forward to an even more active role for NCNCD in supporting WHO’s work in the future.

Highlights on WHO collaborating centres and their work with WHO including resource mobilization
St. Jude Children's Research Hospital
The World Health Organization and St. Jude Children’s Research Hospital first collaborated in 2018, when it became the WHO Collaborating Centre for Childhood Cancer and committed US$ 15 million for the creation of the Global Initiative for Childhood Cancer.
As a WHO collaborating centre, St. Jude Children’s Research Hospital is now partnering with WHO on the Global Platform for Access to Childhood Cancer Medicines, an initiative to provide safe and effective cancer medicines to approximately 120 000 children between 2022 and 2027, across 50 countries (starting with 12 countries). St. Jude is making a 6-year, US$ 200 million investment to launch the platform, which will provide medicines at no cost to countries participating in the pilot phase. See here for more information.
St. Jude has continued to support WHO in developing a costing module and evidence-based investment case for childhood cancer interventions as part of overall cancer costing. St. Jude worked with 3 focus countries (Mongolia, Sri Lanka, and Ukraine) of the Global Initiative across WHO regions in multi-stakeholders strategic planning, generating syntheses of national priorities. St. Jude supported the childhood cancer network and workshop in several WHO regions.
Finnish Institute for Health and Welfare
The Finnish Institute for Health and Welfare is a WHO Collaborating Centre for Noncommunicable Disease Prevention, Health Promotion and Monitoring. The Centre supports several Central Asian and Eastern European countries, including Georgia, Kyrgyzstan, and Uzbekistan, in the implementation and evaluation of the WHO package of essential noncommunicable (PEN) disease interventions for primary health care. The Centre has continued providing support for IT-Centre personnel at the Ministry of Health in Kyrgyzstan on the use of their electronic patient records especially in scaling up its use in monitoring NCDs and patient care in the country. The e-Health Centre under the Ministry of Health of the Kyrgyzstan Republic was selected as a recipient of the 2022 UN Interagency Task Force and the WHO Special Programme on Primary Health Care Award, for scaling up digital health in primary care, with a particular emphasis on the prevention and control of NCDs.
The Centre has participated in the selection and prioritization of noncommunicable disease primary-care facility-based indicators, which led to the development of the WHO Noncommunicable disease facility-based monitoring guidance.
National Center for Chronic and Noncommunicable Disease Control and Prevention, China CDC
The National Center for Chronic and Noncommunicable Disease Control and Prevention (NCNCD, China CDC), has been redesignated by WHO as a Collaborating Centre on Community-based Integrated NCD Prevention and Control.
NCNCD has been carrying out a project of reviewing community based integrated NCD service models in China to provide vital living-evidence and implementation experience. It has been summarizing the experience and living evidence from 488 demonstrative counties/districts for NCD prevention and control. The Center cooperates with the University of Pretoria in South Africa in NCD implementation research, focusing on chronic disease management, including diabetes and hypertension management through basic public health services.
The Chinese institution has delivered a broad range of activities for the elderly, including national surveillance, death and cause of deaths registration, knowledge toolkits, and developing catalogues of digital products for chronic disease prevention and treatment. At a special ceremony during the World Health Assembly in 2023, the institution received a public health award for its contribution to promoting health care for the elderly.

WHO/Pierre Albouy
China Rehabilitation Research Center for Hearing and Speech Impairment
The China Rehabilitation Research Center for Hearing and Speech Impairment (CRRCHSI), a WHO collaborating centre for ear and hearing care, has worked to strengthen the capacity of hearing care in China and the Western Pacific Region. It operates as a training hub for provincial centres and grassroots institutions in the country, conducting hearing rapid assessments through a grassroots service, building family-centred rehabilitation services, exploring integrated education for hearing-impaired students, through advocating and developing the 13th national 5-year plan on precision rehabilitation services for hearing and speech in the country. The Center hosted regional and global workshops with WHO on hearing care.
The WHO deafness and hearing loss progamme provides several platforms to engage with WHO collaborating centres on hearing care, including World Hearing Day, the World Hearing Report, the World Hearing Forum, as well as workshops and webinars on specific themes.
WHO Collaborating Centre for Ear and Hearing Care at the University of Pretoria
The WHO Collaborating Centre for Ear and Hearing Care at the University of Pretoria has worked with WHO to map the impact of COVID-19 preventative measures on people with hearing loss. Through a scoping review and resulting publication, the Centre has documented evidence and current understanding on this. The publication forms the basis for a scientific brief currently under development at WHO.
University of Sydney
The University of Sydney is a WHO Collaborating Centre for Strengthening Rehabilitation Capacity in Health Systems. The Centre works productively to engage with the Ministry of Health Mongolia and Mongolian rehabilitation personnel. It develops guidelines on rehabilitation provision for long COVID-19 and data forms incorporating the ICF (International Classification of Functioning, Disability and Health). The Centre supports the development of the World Rehabilitation Alliance, a WHO global network.
Universidade de São Paulo
The Universidade de São Paulo is a WHO Collaborating Centre for Rehabilitation and Assistive Technology. The Centre supports the vision of disability inclusive health as a priority area for health equity and universal health. It contributes to the regional and global consultation on the WHO-UNICEF Global Report on Assistive Technology, and the WHO 2nd Priority Assistive Products List.
Highlights on newly established or redesignated WHO collaborating centres
The United States of America National Cancer Institute Center for Global Health (US NCI-CGH) and the World Health Organization (WHO) have renewed their collaboration through a third redesignation of the WHO Collaborating Centre (WHOCC) for Global Cancer Control.
The WHOCC for Global Cancer Control will continue activities in the development, implementation and costing of cancer control plans, especially looking into aspects of governance and accountability through policy implementation research.
It will also provide support to the WHO Global Cancer Initiatives in cervical, breast and childhood cancers to enable progress towards achieving their established targets through cancer surveillance, the utilization of health data and the effective implementation of strategies that are relevant to localized contexts.
Center for Integration Science in Global Health Equity, Brigham and Women’s Hospital
The Center for Integration Science in Global Health Equity is a newly designated WHO Collaborating Centre on Integration Science and Service Delivery. The Center has conducted scoping reviews to characterize integrated service models for noncommunicable disease and mental health interventions in low- and-middle income countries, and contributed towards the development of the Integrating the prevention and control of noncommunicable diseases in HIV/AIDS, tuberculosis, and sexual and reproductive health programmes: implementation guidance.
The Center is a co-Secretariat of the NCDI Poverty Network. Using district hospitals as service scale-up entry platforms, the Center and its network is collaborating with WHO African Regional partners to integrate and scale up NCDs (including common and severe NCDs) in several countries in the Region. The network is one of the winners of the 2022 UN Inter-Agency Task Force and the WHO Special Programme on Primary Health Care Awards, in recognition of contribution and raising awareness to prevent and reduce the death and suffering of those doubly affected by extreme poverty and NCDs.

Chiang Mai University is a WHO Collaborating Centre for Prevention and Control of Cardiovascular Diseases in Primary Care, focusing in capacity building and implementation research in cardiovascular disease management at the primary care level.
Centre for Chronic Disease Control in India is a WHO Collaborating Centre for Surveillance, Capacity Building and Translation Research in Cardiometabolic Diseases, focusing on the use of total cardiovascular disease risk assessment at primary care level, and assessing digital health interventions.
