Overview

Global and demographic trends indicate an increasing need for rehabilitation as a result of population ageing, increasing prevalence in noncommunicable diseases and consequences of conflict and injury. However, in many parts of the world, this demand is largely unmet, and may rise if no significant actions are taken. More than half of people living in some low- and middle-income countries lack access to the rehabilitation services they require.

A key strategy to address the issue is to make rehabilitation services available in primary health care (PHC) facilities through multiple mechanisms, including increasing the rehabilitation workforce and utilizing the existing PHC workforce to deliver rehabilitation.

Developing the Basic package of interventions for rehabilitation: A toolkit for primary care professionals

The World Health Organization (WHO) Basic package of interventions for rehabilitation: A toolkit for primary care professionals will outline a set of prioritized interventions for rehabilitation including the associated resources such as equipment, assistive products and consumables required to deliver the interventions in PHC facilities and low resource settings.

This toolkit is targeted at existing primary health care workers including doctors and nurses. When completed, it will guide clinical decision-making on how to safely and effectively identify rehabilitation needs and provide low-cost, high-impact and evidence-based interventions for rehabilitation. The set of interventions and associated resources will also serve as a guide for ministries of health in health service planning, integration and budgeting for rehabilitation in PHC and low-resource settings. The toolkit will also increase awareness of the importance of rehabilitation in PHC.

The Basic package of interventions for rehabilitation: A toolkit for primary care professionals is being developed through a 2-phase process, involving the identification of priority rehabilitation interventions for task sharing as well as the development of the toolkit, accompanying training materials and an implementation guide.
