Objective
Functions
In its capacity as an advisory body to WHO Regional Office for the Western Pacific, the UHC TAG shall have the following functions:
- To advise WPRO on technical issues and provide recommendations based on the four thematic priorities of the For the Future Towards the Healthiest and Safest Region using the operational shift of taking systems approach in advancing UHC;
- To analyse country progress reports and identify good practices, shared challenges and lessons learned in relation to UHC;
- To make recommendations in relation to the advancement of UHC in the Region, with specific focus on country level actions in the different contexts;
- To raise the profile of UHC in the Region, and underscore its central role in post COVID-19 recovery and achieving other health-related Sustainable Development Goals (SDGs);
- To contribute to the development of the meeting agenda and technical documents for annual TAG meetings;
- To develop guidance, tools and/or recommendations on specific topics related to health systems and UHC, with an emphasis on the pragmatic application in countries- at national and sub-national levels;
- To engage in other regional TAG and technical meetings based on expertise to harmonize UHC related recommendations;
- To provide country specific technical support per request; and
- To document and disseminate grounds up experience to facilitate the backcasting approach for the health sector. UHC TAG members will be assigned to one (1) or two (2) countries based on their area of technical expertise to provide assistance in the UHC related health reforms at country level.
Safeguarding WHO against conflicts of interests
UHC TAG members must respect the impartiality and independence required of WHO. In performing their work, members may not seek or accept instructions from any Government or from any authority external to the Organization. They must be free of any real, potential or apparent conflicts of interest.
To this end, the members have completed a declaration of interests form and their appointment has been subject to the evaluation of completed forms by the WHO Secretariat, determining that their participation would not give rise to a real, potential or apparent conflict of interest.
Apart from the requirement of all members having to complete the WHO declaration of interest form, UHC TAG members have an ongoing obligation to inform the WHO of any interests real or perceived that may give raise to a real, potential or apparent conflict of interest. WHO may, from time to time, request UHC TAG members to complete a new declaration of interest form. This may be before a UHC TAG meeting or any other UHC TAG-related activity or engagement, as decided by WHO. Where WHO has made such a request, the UHC TAG member’s participation in the UHC TAG activity or engagement is subject to a determination that their participation would not give rise to a real, potential or apparent conflict of interest.
Public notice and comment process
In order to enhance WHO’s management of conflicts of interest, as well as strengthen public trust and transparency in connection with WHO advisory groups involving the provision of strategic and technical advice, the names and brief biographies of the members appointed to the UHC TAG are disclosed for public notice and comment.
The comments received by WHO through the public notice and comment process are treated confidentially and their receipt will be acknowledged through a generic email notification to the sender. Comments and perceptions brought to the attention of WHO through this process are carefully reviewed. WHO reserves the right to discuss information received through this process with the relevant expert with no attribution to the provider of such information. Upon review and assessment of the information received through this process, WHO, in its sole discretion, may take appropriate management action in accordance with its policies.

Composition
Following a call for experts, WHO Regional Office for the Western Pacific has appointed 12 members of the UHC TAG, who serve in their personal capacities to represent a range of technical knowledge, skills and experience relevant to universal health coverage including but not limited to health information systems and digital health, health security including antimicrobial resistance, non-communicable diseases and ageing, climate change and health determinants, reaching the unreached, service delivery including primary health care, health workforce, health governance, policy and strategy, quality and patient safety standards and regulations, essential medicines, products and health technology, financing and political economy.
In the selection of UHC TAG members, consideration was given to attaining an adequate distribution of expertise, professional reputation, influence on global and regional health system agenda setting, geographical and inter-disciplinary distribution, gender balance and ability to serve as UHC Champions/drivers.
Members of the UHC TAG have been appointed to serve for a period of three years (1 July 2023 – 30 June 2026).
