Tele-contact investigation and tuberculosis (TB) prevention amid COVID-19: utilizing mathematical modelling to aid participatory governance in the Philippines

To contribute to TB elimination, this innovation incorporates tele-contact investigation (TCI), TB modelling and participatory governance. Juxtaposing with WHO’s Triangle of Accountability, supply is characterized by the Provincial Health Care Providers’ Network (HCPN), demand is symbolized by the community, while governance is represented by the governor who has control over the resources. To achieve universal health coverage, there should be a healthy dynamic between these three. First, HCPN will connect with the community through TCI—this changes the status quo of passive service delivery. Second, community participation would strengthen the linkage between HCPN and governance, which ensures community action plans are aligned with provincial targets. Third, governance would utilize mathematical modelling to allocate resources to those with greatest need.
