Open-Ended Intergovernmental Meeting on the draft framework of engagement with non-State actors (25-27 April 2016)
In accordance with the operative paragraph 1 of the Executive Board decision EB138(3), the Open-ended Intergovernmental Meeting (OEIGM) will be re-convened from 25 to 27 April 2016, for a final session the to finalize the draft Framework of engagement with non-State actors, in order to submit a consensus text and a draft resolution to the Sixty-ninth World Health Assembly through the Programme, Budget and Administration Committee.

Open-Ended Intergovernmental Meeting on the draft framework of engagement with non-State actors (from 7 to 9 December 2015)
In accordance with operative paragraph 2.1 of the World Health Assembly resolution WHA68.9, an open-ended intergovernmental meeting on the draft framework of engagement with non-State actors was convened from 8 to 10 July 2015. Since this meeting could not conclude its work, it will be re-convened based on the same agenda to finalize the draft framework of engagement with non-State actors from 7 to 9 December 2015 at WHO headquarters, in Geneva. As the agenda was approved without modification, the word “draft” should be disregarded.
The resumed session will take up its work on agenda item 3. Framework of engagement with non-State actors based on the outcomes of informal consultations conducted by the Chair as mandated by the Intergovernmental Meeting reflected in the following document.

The 68th World Health Assembly welcomed the important progress made towards consensus on the draft Framework of Engagement with non-State actors, particularly on its introduction, rationale, principles, benefits of engagement, risks of engagement, non-State
actors, types of engagement and types of interactions. It has requested the Director General to convene an open-ended intergovernmental meeting on the draft Framework of engagement with non-State actors in 2015 and to submit the finalized Framework
of engagement with non-State actors for adoption to the 69th World Health Assembly through the Executive Board. In accordance with the Resolution WHA68.9 on the Framework of engagement with non-State actors, the Director General has also been requested
to develop the register of non-State actors in time for the 69th World Health Assembly.
In accordance with operative paragraph 2.1 of the World Health Assembly resolution WHA68.9, the Director-General has been
requested to convene as soon as possible, and no later than October 2015, an open-ended intergovernmental meeting to finalize the draft framework of engagement with non-State actors on the basis of progress made during the Sixty-eighth World Health
