A68/53: Report of the Programme, Budget and Administration Committee of the Executive Board to the Sixty-Eight World Health Assembly
In its report, the Programme, Budget and Administration Committee of the Executive Board recommended to the 68th World Health Assembly to consider that agenda item 11.2 be opened at the earliest in Committee A in order to establish a drafting group
that could start working on the proposal submitted by Argentina, as Chairman of the informal consultations among the Member States. The report is accessible on the following links.

A68/5 Framework of engagement with non-State actors
The Open-ended Intergovernmental Meeting on the draft framework of engagement with non-State actors, convened as decided by the Executive Board (Decision EB136(3)), reviewed the draft framework, taking into account the proposals submitted by Member
States for amendments of, additions to or deletions from the text of the draft framework of engagement with non-State actors and the four specific policies as contained in the annex to document EB136/5 . The outcome of the Open-ended Intergovernmental
Meeting was a revised version of the draft framework of engagement with non-State actors, which reflects the discussions at the meeting. The Director-General reported to the 68th World Health Assembly on these outcomes.

Decisions and list of resolutions
The 67th World Health Assembly, having considered the report on the framework of engagement with non-State actors contained in the document A67/23, requested the Director-General to prepare a comprehensive report of the comments made by Member
States during the Sixty-seventh World Health Assembly and the follow-up comments and questions raised, including clarification and response thereon from the Secretariat, by the end of July 2014; and to submit a paper to the Executive Board
at its 136th session in January 2015, ensuring that Member States receive it by mid-December 2014, in order to allow them sufficient time to study the content and to be better prepared for discussion and deliberation.

As part of WHO reform, the governing bodies have requested the Director-General to develop a framework of engagement with non-State actors and separate policies on the engagement with different groups of non-State actors. Based on the inputs received
in governing body debates and consultations, the Secretariat has submitted as annexed to the report , contained in the document A67/6, a draft framework for engagement with non-State actors, which includes an overarching framework for engagement
with non-State actors, and four separate WHO policies and operational procedures on engagement with nongovernmental organizations, private sector entities, philanthropic foundations and academic institutions.
