Political commitments
At High-level Meetings on Transport, Health and Environment, the highest decision-making body of THE PEP, Member States commit to actions they will take towards making transport healthy, green and sustainable. These actions are detailed in declarations.
2021: Vienna Declaration – Building forward better by transforming to new, clean, safe, healthy and inclusive mobility and transport
The Vienna Declaration features key political decisions and acknowledges the interdependence of environmental and human health by promoting active mobility to prevent noncommunicable diseases and reduce air pollution. As part of this Declaration, Member States adopted the Pan-European Master Plan for Cycling Promotion, the recommendations on green and healthy sustainable transport, the conclusions on sustainable urban mobility and spatial planning, the recommendations for eco-driving, and a comprehensive workplan for THE PEP activities for 2021–2025.
By adopting the first-ever Pan-European Master Plan for Cycling Promotion, which calls for doubling cycling in the Region by 2030, countries have given a further boost to the transformation towards clean, safe, healthy and inclusive transport and mobility.
2014: Paris Declaration – City in motion: People first
The Paris Declaration built upon the priority goals adopted in the Amsterdam Declaration and broadened the strategic direction by adding the goal of integrating transport, health and environmental objectives into urban and spatial planning policies. It further promoted strengthening of THE PEP implementation mechanisms and launched a new one: THE PEP Academy, linking science, policy and practice.
2009: Amsterdam Declaration
The Amsterdam Declaration identified four priority goals:
- contribute to sustainable economic development and stimulate job creation through investment in environment- and health-friendly transport;
- manage sustainable mobility and promote a more efficient transport system;
- reduce emissions of transport-related greenhouse gases, air pollutants and noise; and
- promote policies and actions conducive to healthy and safe modes of transport,
along with concrete mechanisms to achieve them: the National Transport, Health and Environment Action Plans, THE PEP Relay Race (Staffette), and THE PEP Partnerships.
