Transport, Health and Environment Pan-European Programme (THE PEP)
The Transport, Health and Environment Pan-European Programme (THE PEP) is the first and only international programme designed to integrate environmental and health aspects into transport, mobility and urban planning policies.
Established in 2002 and jointly serviced by WHO/Europe and the United Nations Economic Commission for Europe (UNECE), THE PEP provides a unique intersectoral policy platform for Member States and other stakeholders active in the pan-European region to collaborate, develop shared policy approaches, and work towards achieving healthy, green and sustainable transport and mobility. The pan-European region consists of the 56 Member States of the UNECE and includes all 53 Member States of the WHO European Region. THE PEP engages the three sectors of transport, health and environment on an equal footing.
THE PEP has advocated for and supported the shift towards active and sustainable mobility. This shift is beneficial for health and the environment, and greatly contributes to achieving many of the Sustainable Development Goals and the 2030 Agenda for Sustainable Development. Through THE PEP, countries have gained a better understanding of the challenges to health and the environment posed by transport, and recognized the opportunities provided by green, healthy and sustainable mobility for improving the health and well-being of their citizens.
Within THE PEP, WHO/Europe is particularly engaged in developing evidence and tools on the health effects of transport, promoting healthy and sustainable mobility, identifying policy options and supporting policy developments, and monitoring and reporting on THE PEP implementation.
