Enhancing the quality of health services across the health system: a WHO Global Learning Laboratory (GLL) for Quality Universal Health Coverage (UHC)-Healthcare Information For All (HIFA) Thematic Discussion
Three action briefs and an integrated brief detailing learning from health professionals around the world are now available on the WHO GLL platform. These briefs comprise a synthesis of the WHO GLL-HIFA thematic discussion on Enhancing the Quality of Health Services Across Levels of the Health System which took place between 28 June and 1 October 2021. The thematic discussion aimed to collate and share experiences on quality of care from across the world, using the actions outlined in the WHO Quality Health Services: a planning guide as a structure for the discussion. The briefs were developed in the context of WHO GLL-HIFA collaboration, which focuses on sharing learning on quality of care. Specific thematic areas were identified for the discussion, which were facilitated on the HIFA knowledge platform.
The action briefs examine:
- National commitment to quality health services
- District commitment to quality health services
- Facility commitment to quality health services
- Integrated brief – enhancing commitment to quality health services

WHO has developed a number of technical products and approaches to address the issues raised by contributors in this discussion series. The WHO Technical Expert Network on Quality facilitates collaboration and coordination between different programmes in WHO to address the health systems environment for quality of care. A defined body of work is underway to engage and empower people to enhance quality health services. The work on national quality policy and strategy supports strategic planning on quality of care. Taking action on quality of care in fragile, conflict-affected and vulnerable settings can be supported through a WHO technical package. Innovative twinning partnership approaches can be applied to advance point of care quality improvement.
