WHO vision and mission
The founding vision of WHO is a world in which all people attain the highest possible standard of health and well-being. The WHO mission is to promote health, keep the world safe and serve the vulnerable. WHO works with a commitment to human rights, universality and equity, based on the principles espoused in the WHO Constitution.
Core functions of WHO include: providing leadership on matters crucial to health and engaging in partnerships where joint action is needed; shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge; setting norms and standards and promoting and monitoring their implementation; articulating ethical and evidence- based policy options; providing technical support to catalyse changes; building sustainable institutional capacity; and monitoring the health situation and assessing health trends.
In order to provide effective support, the WHO country office leverages the three levels of the Organization: to focus support where it can make a difference; to place the right people in the right places; to engage partners effectively; to enhance communications; and to improve operational intelligence.
Priorities of WHO
WHO’s general programme of work (GPW) sets medium-term priorities and strategies of the Organization. The World Health Assembly in May 2018 is expected to approve the 13th general programme of work, covering the period 2019–2023. It encompasses a set of three interconnected strategic priorities, strategic shifts and organizational shifts, as well as 10 outcomes to ensure healthy lives and promote well-being for all at all ages. The three strategic priorities are:
- Universal health coverage: 1 billion more people benefitting from universal health coverage
- Health emergencies: 1 billion more people better protected from health emergencies
- Healthier populations: 1 billion more people enjoying better health and well-being
Role of WHO Representative in Papua New Guinea
The role of WHO Representative in Papua New Guinea (PNG) is to support the National Department of Health (NDoH) in providing technical assistance for policy-making in achieving sustainable health programs and development in PNG. This involves a wide range of technical guidance and cooperation, to ensure that essential health care is accessible to most to most of its citizens.

Dr Sevil Huseynova was appointed the WHO Country
Representative for Papua New Guinea on the 25th
March 2022.
Her engagement with WHO
spans over 17 years where she previously held the posts of WHO Representative for the Solomon
Islands from June 2016 until early 2022; WHO
Country Liaison Officer for Northern Micronesia (Federated States of
Micronesia, Palau and Marshal Islands), Medical Officer for TB, HIV, Leprosy
and Communicable Diseases Control Programmes in Baghdad, Iraq and in Kabul,
Afghanistan where she led and managed large TB and HIV/AIDS and Leprosy control
programmes in complex environments.
A strong advocate for cooperation and action
on public health issues at all levels of society, Dr Huseynova has worked extensively with
governments, donor partners, service providers and civil society.
Prior to joining WHO, Dr Huseynova served in a number of
non-governmental organizations. Among them were Project Hope, a US-based
organization with a field office in Kyrgystan, as the country manager and where
she worked with a team to establish and strengthen all essential health system
components relating TB control including governance, health service delivery,
financing, health information and access to essential medicines and
technologies and Save the Children and Relief International, USA with a strong
focus on capacity building in public health targeting refugee and internally
displaced population settings.
Previously, Dr Huseynova has also been engaged in clinical
work, research and programme management.
Trained as a paediatrician, Dr Huseynova holds Doctorate
of Medicine from the
Azerbaijan Medical University and a Masters degree in Public Health from the
State University of New York. Dr Huseynova is a mother of two children.
