WHO’s Department of Health Systems Governance and Financing has developed a virtual training programme for assessors, or Principal Investigators, of two of their health financing diagnostic instruments: 1) the Health Financing Progress Matrix; and 2) the Cross-Programmatic Efficiency Analysis. While targeting different focus areas, both diagnostic assessments serve as a basis to systematically analyse country health financing systems in order to support reforms that promote progress towards universal health coverage (UHC). The Health Financing Progress Matrix assesses country health financing systems against a set of evidence-based benchmarks, framed as nineteen desirable attributes. Cross-programmatic efficiency analysis provides a deep- dive analysis into one specific area of the Health Financing Progress Matrix, namely undue fragmentation that constrain the efficient use of resources, both in relation to health financing as well as broader health system functions.
WHO, along with other partners, is expanding its support for the implementation of these two diagnostic assessments in countries. This virtual training supported the systematic implementation of these two diagnostic assessments by building capacity across a set of health financing and system experts. This tailored training course focused on content, process and implementation. Consideration was given on support for the interpretation and communication of results that will vary country-by-country.
Who was the course for?
This virtual training targeted at health financing and system experts who were fully familiar with the WHO’s functional health financing framework and applied health systems analysis. Candidates also completed WHO’s e-learning course on Health Financing Policy for UHC.
This course was delivered exclusively in English.
Course objectives
After completing this module, experts will:
- understand the conceptual basis, structure and content of the Health Financing Progress Matrix in order to analyse areas of strength and weakness, and priorities in country health financing systems, as well as key steps in the implementation process, and writing the final summary report; and
- understand how to conduct an applied health systems analysis to identify cross- programmatic inefficiencies in a country and how they can be addressed to improve efficiency across the health system.
Duration & workload
The course took place online given the continued limitations on face-to-face courses in 2021. It was expected that participants spent on average 2 hours per day on readings, coursework and live and pre-recorded sessions for a total of 20 hours over four and a half weeks. There were two one-hour live sessions a week. Both synchronous and asynchronous teaching methods were used to allow flexibility of learning styles and accommodate time zones.
