Tuberculosis planning and costing
WHO supports
planners with guidance and tools for national strategic health planning
for tuberculosis (TB) in line with the End TB strategy.
Developing comprehensive, evidence-based, prioritized and costed plans and budget proposals are
key for Ministry of Health staff managing the planning and implementation of health services related to TB to engage in budget negotiations with Ministry of
Finance as well as with donors investing in TB services.
This section gives users access to tools and resources to support costing and health impact assessment of alternative TB services.
Resources
The Integrated Health Tool for planning and costing (IHT) is a web-based tool designed to support countries to analyze investment scenarios linked to national strategic health planning. The IHT is a next-generation version of the OneHealth Tool and represents the migration of the desktop OneHealth Tool to the web, along with upgrades and rebranding as the Integrated Health Tool for planning and costing.
The IHT provides planners with standardized methods to assess resource needs and costs, estimate health impact, do scenario comparisons and map costs to financing sources.
The TB module of IHT supports this analysis by streamlining TB-related costs in line with the latest WHO guidelines and recommendations for TB and by including default estimates and cost inputs that can be adapted by the user. The TB module of IHT comprises a costing component and two (optional) alternatives for health impact assessment (a statistical and a dynamic impact model).
WHO supports countries to use the TB module of IHT to assess costs related to:
- TB national strategic planning and costing in line with End TB Strategy.
- Grant funding application for TB.
- Health service packages and health investment strategies including TB and other disease planning.
These costing guidelines and data collection tool for TB services are designed to support data collectors at health facilities to collect the necessary bottom-up and top-down ingredients to allow for comprehensive costing of TB services delivered at health facilities.
The Unit Cost Study Repository is intended to support the costing of national strategies, assist in Global Fund applications, identify opportunities for sustainability, and be used as an input to economic evaluations. The underlying data can be exported in a number of different formats.
