Handbook and Guide

Engaging with non-State actors across the globe is essential for WHO to be able to achieve its goals and priorities and fulfil its critical mission. The Framework of Engagement with Non‑State Actors (FENSA) guides staff to maximize the benefits of these engagements, enhance non-State actors’ impact on health, and positively influence global stakeholders to better align with WHO’s norms, standards, and recommendations, in support of WHO Member States.
