Noncommunicable Disease Surveillance, Monitoring and Reporting
The main objective of the Surveillance, Monitoring and Reporting unit is to support the collection, analysis, and dissemination of country-level risk factor information to inform and improve public health policy.

Monitoring capacity and response

Background

In September 2011 the United Nations convened the first High-Level Summit on Non-Communicable Diseases. The outcome of the 2011 summit was the UN Political Declaration on prevention and control of noncommunicable diseases, which acknowledged the burden of NCDs and called for the development of a framework to monitor trends and assess progress in implementing national strategies and plans on NCDs, including a set of voluntary global targets for the prevention and control of NCDs.

In 2013, the Sixty-sixth World Health Assembly endorsed the WHO Global Action Plan for the Prevention and Control of NCDs 2013–2020 (NCD-GAP), which provides a road map and a menu of policy options for all Member States and other stakeholders, to take coordinated and coherent action to attain the nine voluntary global targets by 2025. Two years later, WHO published a technical note on how WHO will report in 2017 to the United Nations General Assembly on the progress achieved in the implementation of national commitments included in the 2011 UN Political Declaration.

More recently, the United Nations Summit on Sustainable Development adopted the 2030 Sustainable Development Goals, including a target for reduction in premature NCD mortality. In 2019, the Seventy-second World Health Assembly extended the period of the global action plan to 2030 to ensure alignment with the 2030 Agenda for Sustainable Development.

Our work

In order to fulfil WHO’s mandate to monitor countries’ progress towards the aforementioned targets and commitments, the NCD Surveillance, Monitoring and Reporting unit conducts periodic assessments, known as the NCD country capacity survey (NCD CCS). The data collected are available in published reports and the WHO Global Health Observatory, additionally they inform the majority of the indicators reported in the periodic NCD Progress Monitor reports As part of the NCD CCS, countries submit supporting documents to enable WHO to validate their responses to the survey.
