Enabling environment to support HBP design |
The resources in this section look at the legal framework and the governance arrangements. These resources provide guiding questions to help ensure that the right elements are in place for HBP design processes.
Legal Framework
Chapter 2 of WHO’s How To Institutionalize HTA guide looks specifically at the legal aspects of HTA processes. This chapter has a detailed checklist that should be considered when evaluating the legal framework for an HBP design process. An example of part of this checklist is shown in the figure below:

Governance
Similar to the legal framework, the governance of an HBP process can take many different forms and thus needs to be adapted to each context. The governance of each process will have to take into account the existing stakeholders and arrangements and identify where improvements can be made. For this reason, a landscape analysis of current stakeholders is a valuable tool.
